Despite taking great pleasure in teasing Kazahaya, he always comes to Kazahaya's rescue whenever certain jobs go wrong. Rikuou often comes across as cold and insensitive, and even sarcastic. Tsukiko is later found out to be Rikuou's older sister. Similar to Kazahaya, his past is centered on a woman named Tsukiko. Rikuou is Kazahaya's current co-worker, roommate and partner on their missions.
